Abstract

This study aims to analyze the potential of Bale Mangrove ecotourism as a sustainable tourism destination, identify the constraints faced in its development, and analyze the network of actors involved in managing the tourism area in Jerowaru Village, East Lombok Regency. This study employs a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. Research informants were selected using purposive sampling and snowball sampling techniques to obtain in-depth information from parties directly involved in the management of the area. Data analysis was conducted through the stages of data reduction, data presentation, and drawing conclusions using the concept of Agile Governance as an analytical framework for assessing collaborative and adaptive governance. The research findings indicate that Bale Mangrove has significant potential to be developed as an ecotourism destination centered on conservation, environmental education, and community empowerment. This potential is supported by the presence of a well-preserved mangrove ecosystem, mangrove trails, beautiful coastal scenery, biodiversity, and active community participation in preserving and managing the tourist area. However, the development of Bale Mangrove still faces some challenges, including limited access to clean water, threats from coastal erosion and tidal waves, and suboptimal supporting facilities such as sanitation, rest areas, and tourism promotion. The Tourism Awareness Group (Pokdarwis), the Community Monitoring Group (Pokmaswas), the village government, the local community, and external partners work together to manage the region using a mutually beneficial collaborative model. Based on Agile Governance principles, the development of Bale Mangrove necessitates a more adaptive, collaborative, innovative, and sustainable governance approach that strengthens stakeholder synergies, improves the quality of tourism infrastructure and facilities, consistently preserves the environment, and empowers local communities to ensure long-term economic, social, and environmental benefits.
