Abstract

This study is motivated by the crucial role of school libraries as learning resource centers in fostering student literacy. However, the management of the MAN 1 Mataram library faces various challenges, such as limited human resources, suboptimal use of information technology, and low student participation in literacy activities. This study aims to examine library development strategies designed to enhance student literacy and to identify the obstacles encountered during their implementation. A qualitative approach employing a descriptive method was used. Data were collected through observation, interviews, and document analysis involving the school principal, librarians, teachers, and students. Data analysis encompassed data reduction, data presentation, and conclusion drawing, with validity verified through source and technique triangulation. The results indicate that the library development strategy at MAN 1 Mataram focuses on three main aspects: collection development tailored to user needs; human resource enhancement through librarian competency development and the use of the Senayan Library Management System (SLiMS) application; and budget management that prioritizes collection acquisition, facility maintenance, service development, and the implementation of literacy programs. Furthermore, the library conducts various literacy initiatives—such as reading corners, shared reading sessions, reading challenges, Quran literacy activities, and book review competitions—to boost students' interest in reading. Identified challenges include a shortage of library staff, budget constraints, suboptimal digitalization of library services, and low participation among some students in utilizing the library. The study concludes that the library development strategy has positively contributed to improving student literacy; however, further efforts are required to strengthen human resources, optimize information technology, and increase budgetary support to ensure more effective and sustainable library management.
